The electrification of transport is critical to Ireland achieving its climate targets. We are supporting these efforts in a number of ways including the roll out of eHubs, an innovative pilot project involving the installation of seven charge stations for shared electric cars, ebikes, and ecargo bikes.
ESB is participating in STEER-NWE, an Interreg NWE-funded initiative closely linked to our eHubs pilot. The project, running from January 2025 to June 2028, is a collaborative project, with a focus on improving EV sharing and car sharing infrastructure across Northwest Europe. It unites 11 European partners to bridge the gaps in expertise across different sectors to deliver systemic solutions to address EV sharing challenges via transnational corporation.
The initiative aims to help cities reduce carbon emissions, ease car dependency, and enhance transport accessibility.
Key focus areas will include:
Public space optimisation and integration with new housing developments
Integrated charging infrastructure and energy efficient incentives
Adaptive low emission zone (LEZ) governance and business models for stakeholder engagement
Digitalisation of decision-support and monitoring tools
ESB will collaborate closely in a local pilot with Fingal County Council, car share operators, and European local authorities sharing knowledge and learnings from the eHubs pilot to:
Improve site selection criteria for shared EV infrastructure
Optimise resource use in shared mobility
Increase accessibility for car-sharing operators
A collaborative effort across six cities
The project is coordinated by Luxembourg Institute of Science and Technology (LIST) and will pilot three EV sharing approaches across six cities: Brussels Region, City of Amsterdam, City of Stuttgart, Fingal County Council, Greater Paris Metropole, City of Differdange.

STEER-NWE will help make cities more liveable and accessible, while reducing car dependency and transport inequality. With a total budget of €4.7 million, including €2.8 million in EU funding from the Interreg NWE Programme, this initiative aims to drive lasting improvements in urban mobility.
